re management package.
I have no strong views, but here's some history, in case it's helpful, and
a few thoughts that incline me towards suggesting we do not have a
management work package.
1. Last time, having such a package complicated calculating the person
hours, and was one reason why referees thought we'd messed up
the person hour assignments. (There was also at least one error, as I
recall, which wouldn;t have helped.)
2. We removed it from the revised plan.
3. In a way, managing is part of doing any research: research requires
planning, prioritizing, communicating, committing time etc etc. If we buy
that argument, we should SAY something about how we've "managed" this
grant period, and how and why we intend to do it this time, but I don;t
see anything meaningful to be gained in making it an explicit package.
4. When I talk with Sebastian about his ideas, or explain mine to him so
he can carry them out, am I managing or doing research?
5. If we start trying to make management look like the number of hours it
really takes up, we have to write LOTS more hours in PI's time commitment.
How many hours are spent sitting on trains, e.g.? If we're serious, it
must be counted (because some reviewer might count, and then decide PIs
will contribute nothing except at meetings). At the last-but-one meeting,
opinions (except mine!) seemed strongly in favour of underestimating the
number of hours PIs put in, in order to build in flexibility.
6. On balance, I guess I've come out in favour of making managment an
integral part of each WP. But we should, of course, mention the valueof
the project meetings. If there's no management package, then it shouudl go
in budget justification.
