although I have no strong feelings on this either, I think on the whole that I
agree with Sarah: it's a bit difficult and artificial to separate management
from other activities so I'd rather it was just counted as part of each WP.
we could put a strong case for our project meetings (for collaborative
hands-on work as well as project management) in the justification of
resources.
