    I have been working on the development on metaphoric reference from a relevance
    perspective (and I can pass along a ms. eventually).
    Of course, there is a small literature that predates it. It includes:

    Vosniadou, Ortony, Reynolds, and Wilson, P.T. (1984). Sources of difficulty in
    children's comprehension of metaphirc language. Child Development, 55, 1588-
    1607.

    Silberstein, Gardner, Phelps and Winner (1982). ...Development of metaphor
    preferences. J of Exp. Child Psychology, Vol
    34 (1) 135-150.

    Williams-Whitney, Mio & Whitney. Metaphor production in creative writing.
    Journal of Psycholinguistic Research, 21, No. 6, 497-509.

    The last one is not exactly developmental, but it touches on developmental
    issues.

    Ortony's edited volume on metaphor includes a chapter or two on development.
