Ostensibly initiated by the Conservative Government early in 1997, but in reality already in train at that time, changes have been taking place in the main provision for GCE A/AS level examinations in England. This provision is becoming concentrated in three main groupings with new sets of initials. These are now referred to as Unitary Awarding Bodies (UABs) and they receive the Government's direction via the Qualifications and Curriculum Authority (QCA).
